Constitution

Article I. Preamble

We, the members of Omega Xi Delta Fraternity, in order to provide brotherhood and fellowship among all college men and to instill in them a sense of unity, to aid in the education of the community about matters in cultural awareness, to provide an environment whereupon young men will be able to grow together and mature into gentlemen, do hereby construct these bylaws which shall govern all affairs in matters of the Fraternity.

Article II. Purpose

The purposes of Omega Xi Delta Fraternity are as follows:
1. To educate and dispel any prejudices concerning Asian cultures by bringing forth each person’s unique individuality and diverse cultural background to the community.
2. To provide a union whereupon men will be able to look towards each other for brotherhood, friendship, and support.
3. To ensure that the members of this Fraternity will have instilled in them the fundamental virtues and personal strengths worthy of gentlemen, so as to be better prepared for life.

Article III. Identification

The name of this fraternity shall be established as Omega Xi Delta. The symbols for this Fraternity shall be the Greek Letters ΩΞΔ.

Article IV. Membership

Section A. This Fraternity shall be establish no criteria for membership based upon race, religion, gender, or ethnicity.

Section B. Membership into Omega Xi Delta Fraternity shall be open to anyone with good academic and financial standings with the university. Individuals must possess a minimum cumulative GPA of 2.00 and also meet the high standards expected of a brother of Omega Xi Delta Fraternity.

Section C. Candidates for membership with the Fraternity shall undergo three reviews during their pledge period. All active members shall participate in membership voting during said reviews whereupon the candidate must pass each of the three in hopes of receiving an offer for membership. Section D. Any candidates wishing to re-rush must wait a period of one quarter before doing so. Those re-rushing during the pledge period will be not be given any special considerations by the Fraternity.

Section E. Honorary membership into Omega Xi Delta Fraternity shall only be granted with an unanimous vote of all active members. Said honorary members shall have no voting privileges in matters of the Fraternity.

Section F. Alumni status shall be granted to Fraternity members who have graduated from the university.

Section G. Inactive status shall be given to members of the Fraternity who have transferred to another university or left this university due to academic or financial hardships. Request for inactive status must be made one quarter in advance.

Section H. Any alumni or inactive member wishing to be reinstated as an active must inform the Fraternity of their desire to do so, one quarter ahead. They shall automatically be given active status after doing so.

Section I. Only members of Omega Xi Delta Fraternity shall be allowed to wear the symbols and insignia of the Fraternity.

Section J. Only active members of Omega Xi Delta Fraternity shall be given the privilege to vote or run for office.

Article V. House Rules

The House Rules of Omega Xi Delta Fraternity shall govern the everyday internal operations concerning the Fraternity. These House Rules shall be established annually.

Article VI. Officers

Section A. The Executive Committee of this Fraternity shall consist of the President, Internal Vice-President, External Vice-President, Secretary, and Treasurer.

Section B. The Executive Committee shall meet upon a designated day each week and upon the discretion of the President.

Section C. the Executive Committee shall represent the interests of the general membership of this Fraternity. Its duties shall include:

1. Listening to any grievances of the Fraternity made internally or externally.
2. Dealing with conflicts between brothers and any impeachment of officers.
3. Reviewing and approving any activities of courses of action recommended by any of the committee chairmen.
4. Being responsible for establishing the House Rules for the following year of operation.

Section D. The Officers of the Executive Committee shall be elected by secret ballot. This election shall take place within the fourth week of the spring term, results tallied by the fifth, and new officers installed by the eighth week. Elections shall occur annually and shall be voted by all active members.

Section E. any candidate for office must have one full year of active membership to be eligible.

Section F. The Council shall consist of the members of the Executive Committee and the various Chairmen of each respective committee. The Internal Vice President shall serve as the Chairman for the Council. The Council shall meet weekly upon a designated day and upon the discretion of the Interior Vice-president.

Section G. All officers are expected to be of exceptional caliber. Therefore, all officers must possess a minimum cumulative GPA of 2.25 at the time of election and must maintain the Fraternity minimum cumulative GPA of 2.00 while in office.

Section H. The duties of the officers are as established in the House Rules and as follows:

1. The President shall be the Chief Officer of this Fraternity, shall oversee and supervise his fellow officers, shall be responsible for the transition of the new officers into their respective offices, and shall serve as the Chairman of the Executive Committee.
2. The Internal Vice-President shall serve as the chairman of the Council, shall be responsible for enforcing the year’s House Rules, will implement any official orders of the Executive Committee, and shall be responsible for setting up the calendar of events for the Fraternity.
3. The External Vice-President shall serve as the head liaison or contact person between Omega Xi Delta Fraternity and the university or community. He shall be responsible for dealing with any conflicts that may arise between these respective parties.
4. The Secretary shall be responsible for maintaining any records, minutes, House Rules, roll call and general information concerning the Omega Xi Delta Fraternity, He shall also aid the President as well as contact members of the Fraternity.
5. The Treasurer shall be the head of all financial operations within the Fraternity. He shall be the Chairman of the Alumni committee and shall be responsible for any collections or disbursements concerning alumni. He shall also be responsible for proposing and establishing the annual budget.

Section I. Information concerning impeachment of current officers from their respective offices shall follow the House Rules guidelines. If an officer is impeached, the Executive Committee shall select a temporary replacement until new elections can be held.

Article VII. Committees

Section A. The standing committees are as follows: Rush, Social, Advertisement and Design, Philanthropy, Fundraising, Cultural Awareness, Alumni and any other committees needed which shall be listed under the House Rules.

Section B. Each committee chairman shall report on a regular basis to the Council about the progress of his committee.

Section C. The Executive Committee shall be responsible for appointing chairmen to committees. They reserve the right to form any committee deemed necessary for the Fraternity.

Article VIII. Meetings

Section A. There shall be a meeting before the start of a new quarter, weekly Executive Committee and Council meetings, bi-weekly general meetings, various committee meetings and any others that the President feels is necessary for the Fraternity.

Section B. The President may call for special meetings. Also, special meetings may be called with the approval of three frouths of all active members.

Section C. An official meeting of Omega Xi Delta Fraternity must have at leadt fifty percent of all active members present.

Article IX. Fees and Fines

There shall be established fees and fines within the House Rules. The Treasurer shall set any fees and fines for the Fraternity with the approval of the Executive Committee.

Article X. Chapter Advisor

The Advisor shall help encourage and motivate the Fraternity into establishing and maintaining a good standing with the university and the community. The Advisor shall offer guidance when needed and shall help to insure that this Fraternity stays true to its goals and purposes. The Advisor shall be a member of the academic or administrative staff and faculty of this university. The department Head and school Dean must also approve of the advisor before that person can be instated into the position.

Article XI. Amendments

Anyone wishing to make an amendment to this Constitution must first write a formal letter of request to the Executive Committee. After reviewing the letter, the Executive Committee can then bring it forth to the general meeting whereupon all active members may vote on the proposed amendment. A two-thirds majority in favor shall be sufficient to approve the amendment.

Article XII. Conflict

These Bylaws shall be in accordance with the ASI Bylaws and Codes and with the policies of this university.
